MAYOR GAVIN NEWSOM'S 2007 FAMILY FESTIVAL - CELEBRATING ALL FAMILIES

The San Francisco Family Festival will be held on Saturday, October 13, 2007 from 11:00 am to 3:00 pm at Yerba Buena Gardens (between Mission & Folsom and 3rd & 4th Streets).

Holiday Visits
Are you 65 years or older, alone on the holidays and would like some company this Thanksgiving and Christmas? Little Brothers - Friends of the Elderly is preparing for their annual Thanksgiving and Christmas Day celebrations. On these days volunteers deliver Thanksgiving and Christmas day meals and gift and even more importantly they spend an hour visiting elders who would otherwise be alone. This is their way of sharing in the spirit of friendship. If you are interested in being apart of these holiday visits please give Marie Swanson a call at (415) 345-0130.

Chinatown Health Fair
The Chinatown Health and Safety Fair will be held on Saturday October 6, 2007 @.Cameron House, located at 920 Sacramento Street San Francisco. The Fair is from 10:00 am-3:00 pm. All are welcome, special accommodations are being made for seniors and persons with disabilities.

TENANT MONITOR ASSIGNMENTS

The San Francisco Housing Authority is currently recruiting for residents to serve as Tenant Monitors at the following sites listed:
363 Noe   3850 18th Street/Dorland   1750 McAllister   Hunters Point A East   Westside Courts
The Tenant Monitor assignment is a stipend-paid assignment.

Duties and Responsibilities: The Tenant Monitor is responsible for verifying after-hour maintenance-related emergencies for the residents at their respective buildings. The Tenant Monitor does not provide security services. The Tenant Monitor does not act in the place of or represent the site's Property Manager, but is responsible for keeping the Property Manager and Maintenance informed about after-hours incidents/activities at the site. In order to apply for the assignment of Tenant Monitor, you must be a resident of one of the sites listed above. We will only be selecting one resident from each of these buildings and will not accept any applications from residents who live at sites that we are not currently recruiting for. If you are a resident at one of the sites we have listed, and are interested in applying or need more information on the Tenant Monitor assignment, please contact the Office of Fair Housing and Resident Relations at (415) 345-0123.


SFHA Emergency Management Plan Meetings

Maximum resident participation and input is needed at the Emergency Management Plan meetings to be conducted at each of the SFHA properties. Meetings will begin with the senior and disabled buildings and conclude with the family sites. Meetings have already taken place at 1855-15th Street (Mission Dolores) and 1750 McAllister. Resident ideas will be incorporated into their building specific emergency plan. We need your valuable input. Please contact Rene Latosa at 415-241-1040. All residents are strongly encouraged to participate and join us for discussion.


San Francisco Police Effectiveness Review

San Francisco Police Effectiveness Review The San Francisco Police Department, in partnership with the Controller's Office, is contracting with Public Safety Strategies Group and the Police Executive Research Forum to conduct three planning studies:

  1. Foot Patrol Pilot Program Evaluation
  2. District Station Boundaries Analysis, and
  3. Organizational Assessment.

Collectively, these planning studies are referred to as the Police Effectiveness Review. Community input is an integral component of these studies and will inform the recommendations provided to the City. You can get involved by either attending a community meeting or participating in a brief survey. Public Housing Tenants Association Collaborates With Girl Scouts

Girl Scouts Last month, the Public Housing Tenants Association (PHTA) began its partnership with the Girl Scouts of the San Francisco Bay Area in an effort to start more Girl Scout troops in the family developments of public housing. On Tuesday, October 9, 2007 from 11:30 am to 1:00 pm, the Rosa Parks Community Room, PHTA and the Girl Scouts organization will host an informational workshop for the resident council members of the family developments. Attendees will learn about the many program offerings that the Girl Scouts offer to girls from 5 to 17 years of age. These programs and services include: Conflict Resolution, Money Management, Leadership Development, Sports, Nutrition and Health Education, Making Smart Choices, and Reading Appreciation. Arkila Covington, the Girl Scouts representative will review the job description for potential Girl Scout Troop Leaders. This PHTA/Girl Scouts of the San Francisco Bay Area collaboration is exciting and will benefit all public housing communities. The PHTA will notify resident council leaders and you as the programs start to develop. Stay tuned!

Modernization Updates: Projects Under Construction

  • 666 Ellis Exhaust Fan Replacement
    Contractor: Kum Lun Wong - Cost: $387,000
    Roof fans at 666 Ellis were the original installed equipment, from 1971, and are being replaced to improve the ventilation system. Project under construction and about 70% complete.
     
  • Robert Pitts Bird Proofing
    Contractor: EBird Control - Cost: $105,000
    Robert Pitts had a bird problem on the original buildings. Construction was successfully completed.
     
  • Robert Pitts WP and Dry-Rot Replacements
    Contractor: Hoi's Construction - Cost: $750,000
    Work incorporates dry-rot repairs and fixing original design flaws. Some additional items, unforeseen conditions, were added to the contract works. Construction 90% complete.
     
  • Alice Griffith Painting and Bird Proofing
    Contractor: Bayview Painting - Cost: $641,000
    Alice Griffith paint stabilization and bird proofing repairs has been successfully completed.
     
  • Alice Griffith Sump Pump at 60 Nichols
    Contractor: Sonomarin - Cost: $52,319
    Existing boiler room is 44 years old. Rain water, surface runoff and underground spring flood the room during the rainy season. The new sump pump has been successfully completed.
     
  • 430/440 Turk metal roof
    Lowest bidder is Western Roofing - Budget: $210,000
    The existing original metal roof shows noticeable penetrations causing water intrusion on the tower roof. A totally new metal roof with the required underlayment would insure water from entering the exterior wall and give the building a new life. Contract approved by Commission on June 28. Construction scheduled to start in October.
     
  • Alemany Painting and Bird Proofing
    Contractor: Bayview Construction - Cost: $394,290
    Contract signed. Preconstruction meeting was held. Work scheduled to start September 17th.
     
  • Central Courts, Exterior Paint, Bird Proofing and LBP in Place Management
    Cost: $190,000
    Contract signed. Preconstruction meeting was held. Work scheduled to start October 8th.
     
  • 951 Eddy Street Fire Damage Repairs (Phase II)
    Contractor: CM Construction - Cost $1,738,000
    This construction work will rehabilitate a site that was damaged by fire. Construction is 70% underway.
     
  • Ping Yuen North, 6 new units
    Contractor: JMA Construction - Cost: $852,505
    6 additional new ADA compliant units are being added to the top floor at Ping Yuen North. This project is funded by the Replacement Housing Funds and the Mayor's Office of Housing. Construction is at 90%.
     
  • Ping Yuen New Mailboxes
    Contractor: FDC Construction - Cost: $46,998
    Mailboxes will be replaced with ADA compliant units. Construction is at 10% completion.
     
  • Ping Yuen North Youth Center
    $223,330
    A new Youth Center is under Construction at the ground floor of Ping Yuen North with funding from the Mayor's Office of Community Development. Construction is 28% complete.
     
  • Clementina water booster pumps
    Contractor: Western Allied Mechanical - Cost: $47,300.
    This construction contract provides replacement of two existing cold water booster pump systems in Boiler Room and installation of two new bladder tanks at top floor of each tower building to stabilize supply pressure fluctuation. The construction was successfully completed.

Modernization Updates: Projects Under Design

  • 1880 Pine New Boilers - 1880 Pine boilers were the original installed equipment from 1973; design proceeding with high efficiency water heaters.
     
  • Velasco New Boilers - Estimated Cost: $387,000. Velasco boilers are very old and are in disrepair. All new proposed systems will definitely provide energy savings compared to the existing systems. Project design and solicitation complete and project is presently out for bids.
     
  • 1760 Bush Street Fire Alarm Upgrade - The Fire Alarm System at 1760 Bush is the original system; a new system to comply with current building and fire codes is under design.
     
  • Ping Yuen North, Exterior Paint, Bird Proofing and LBP in Place Management - Estimated Cost: $400,000. Design 50% underway.
     
  • Alemany Exterior Lighting Improvements - Estimated Cost: $63,000. This construction contact will provide replacement of 93 existing light fixtures with new bullet-resistant refractors, brighter and more energy-efficient lighting fixtures; an increase in the number of light fixtures, additional 14 fixtures will be installed in areas that are currently not well-illuminated. Design 100% complete.
     
  • Holly Courts Heating System and Kitchen and Bathrooms Improvements - Estimated Cost: $6,400,000. Architectural, Mechanical and Electrical site surveys were conducted at occupied units to determine scope of work to upgrade heating system, kitchen and bathrooms were needed. Design in progress. Due to the high cost of these improvements, the construction will done in phases.
     
  • Holly Courts Laundry Room - Estimated Cost: TBD. A much needed laundry room to serve the residents at Holly Courts is under design. An Architect has been hired and is proceeding to prepare the construction documents.
     
  • Rosa Parks Sewer Repair/Replacement - Estimated Cost: $170,000. Bid scheduled to start September 17, 2007.
     
  • Robert Pitts New Trees - A solicitation for new trees is under process.
     
  • Westbrook Housing Development/Hunters Point West/LW-Exterior Lighting Upgrades - Design 100% complete. Waiting on cost estimate to go out to bid.
     
  • Sunnydale, Potrero Terrace, Potrero Annex, Alice Griffith, Ping Yuen, Ping Yuen North: Tree Pruning Services - Estimated Cost: TBD. Design 70% complete. Waiting on cost estimate to go out to bid.
     
  • Sunnydale Drainage Improvements and Walkway Repairs - Estimated Cost: $88,000. Design 100% complete. Preparing to go out to bid.

The Alice Griffith Tenants Association invites all residents of Alice Griffith to attend their next meeting at the Opportunity Center on Wednesday, October 17th, 2007 at 6:00 pm. Our discussion will be around the revitalization of Alice Griffith and the main topics are design, relocation, community benefits. Remember, the proposed development team is proposing to revitalize the site without any families being displaced at all. Once your new homes are built in the empty land across form the Alice Griffith gardens, those families in good standing can move back in. FREQUENTLY ASKED QUESTIONS (FAQs) OF THE DEPARTMENT OF CHILD SUPPORT

What is Child Support?
Both parents have a legal duty to provide financial support for their children. If one or both parents are absent (called Non Custodial Parent), the court may order that parent to make regular payments to cover a child's living and medical expenses. This periodic payment is called child support.

Do I have to pay for these services?
NO, anyone with physical custody (called Custodial Person - that can be a mother, father, grandparent, aunt, uncle, sister, brother, or even someone not related to the children) can open a case for FREE.

Where are the San Francisco Child Support offices located?
Located at: Main Branch - 617 Mission Street (between New Montgomery and 2nd Sts) 415 356 2700, Bayview Branch - 1315 Evans (across from the main Post Office) 415 550 3500, 3120 Mission - 3120 Mission (at Ceasar Chavez One Stop Center) 415 401 4923. Hours - 8:00 - 5:00pm (except holidays and weekends).

Do you provide translation services?
Currently we have Spanish, Cantonese, Tagalog, and Mandarin speaking caseworkers.

How is the amount of child support determined?
Child support is determined using guidelines established by California law. Child Support guidelines are based on each parent's monthly income and the amount of time the child is cared for by each parent. For the purpose of deciding child support, the child support caseworker or the court will consider income from all sources, whether or not it is reported or taxed under federal law. The income can be in the form of money, property, or services and includes: Wages from a job, Tips, Commissions, Bonuses, Self-employment earnings, Unemployment benefits, Disability and workers' compensation, Interest, Dividends, Rental income, Social Security or pensions, and any payments or credits due or becoming due, regardless of the source, including lottery and prize winnings. Certain payments may be considered and deducted from the parent's gross (before taxes) monthly income. Some of those deductions are: Mandatory (necessary) union dues, Mandatory retirement contributions, Health premiums, Child or spousal ($ to the other parent) support being paid, and cost of raising children from another relationship.

What if either parent loses a job or is earning more money?
A child support order can only be changed by a new order or a stipulation (agreement made by the parties) and approved by the caseworker or the court. Either parent may request a review of the child support case if there is a change of circumstances (called a Review and Adjustment or Modification).

How do I go about getting visitation or custody of my children?
The child support office does not handle custody or visitation issues; however, you will be referred to the Family Law Facilitator (FLF). Their address is: San Francisco Civic Center Courthouse, 400 McAllister Street (at Polk St), San Francisco Unified Family Court, Self-Help Center, Room 009, Lower Level, 415 551 3991. The FLF is available at 617 Mission on Wednesdays from 1:00 pm to 4:00 pm and can assist you with: Child Support, Child Custody and Visitation, Divorce, Establish Parentage/Parental Relationship, Community Referrals.

Kit EMERGENCY PREPAREDNESS

An Emergency Preparedness, Adult 3-day, is a complete kit, sufficient for one person, to provide essential items an adult will need for at least three days after a disaster and is intended for storage at home, and to be used at home or in a place where someone may go if local authorities ask for an evacuation. Intended Use of the Items in an Emergency Preparedness Kit:

  1. Flashlight - Use the flashlight to find your way if the power is out. Do not use candles or any other open flame for emergency lighting.
     
  2. Battery-powered Radio - News about the emergency may change rapidly as events unfold. You also will be concerned about family and friends in the area. Radio reports will give information about the areas most affected.
     
  3. Plastic Sheeting and Duct Tape (Adult, 3-day only) - Use the plastic sheeting and duct tape for sheltering-in-place verses evacuation.
     
  4. Food - Enough non-perishable food to sustain you for at least one day (three meals) if close to a workplace with stored food or three day supply if at home or other location, is suggested. Select foods that require no refrigeration, preparation or cooking, and little or no water. The following items are suggested: Ready-to-eat canned meals, meats, fruits, and vegetables; Canned juices; and High-energy foods (granola bars, energy bars, etc.).
     
  5. Water - Keep at least one gallon of water available, or more if you are on medications that require water or that increase thirst. Store water in plastic containers such as soft drink bottles. Avoid using containers that will decompose or break, such as milk cartons or glass bottles.
     
  6. Medications - Include usual non-prescription medications that you take, including pain relievers, stomach remedies, etc. If you use prescription medications, keep at least three-day's supply of these medications at your workplace. Consult with your physician or pharmacist how these medications should be stored, and your employer about storage concerns.
     
  7. First Aid Supplies - Have the following essentials: Absorbent Compress 5x9 Dressing, Adhesive Bandages (Assorted Sizes), Adhesive Cloth Tape 5 yds/1" , Antibiotic Ointment Packets (approx 1g) Antiseptic Wipe Packets Packets of Aspirin (162mg) Pair of Non-Latex Gloves (Size Large) Scissors Roller Bandage 3" , Sterile Gauze Pads 3x3.
     
  8. Additional Tools and Supplies to Include in Your Emergency Preparedness Kit (1-or 3-day) - Paper plates and cups, plastic utensils Non-electric can opener Personal hygiene items, including a toothbrush, toothpaste, comb, brush, soap, contact lens supplies, and feminine supplies Plastic garbage bags, ties (for personal sanitation uses) Include at least one complete change of clothing and footwear, including a long sleeved shirt and long pants, as well as closed-toed shoes or boots If you wear glasses, keep an extra pair with your workplace disaster supplies.

Your kit should be adjusted based on your own personal needs. Do not include candles, weapons, toxic chemicals, or controlled drugs unless prescribed by a physician.


KNOW YOUR CIVIL RIGHTS

Under State and Federal Law, all persons have the right to live in any neighborhood and in any housing free from racial and ethnic harassment. The San Francisco Housing Authority (SFHA) will not tolerate any threats, harassment, abuse, or violence by any person while on SFHA property. If you , or your guests, or anyone in your family threatens, harasses or abuses any person, or commits an act of violence while on SFHA property, you and your family may be subject to eviction. If you believe you have been threatened, harassed, or abused, or that you are a victim of violence: Report the incident to the San Francisco Police Department, your Property Office, or if you have Limited English speaking skills, call the Limited English Speaking lines at: (telephone numbers below):

Limited English Proficiency Plan: LEP

Limited English proficient persons are persons who, as a result of national origin, do not speak English as their primary language and who have a limited ability to speak, read, write , or understand. As such, these persons may be entitled to language assistance with respect to a particular service, benefit, or encounter. The San Francisco Housing Authority (SFHA) has taken reasonable steps to ensure meaningful access for LEP persons to our SFHA vital documents, programs and services.

In accordance with our LEP Plan, the SFHA provides the following language assistance to our LEP clients/tenants: Provision of informational/ vital SFHA documents and forms (in Chinese, Vietnamese, Spanish, and Russian), Bilingual staff, written and oral translation services, telephone service lines interpretation and referrals to community/outside agencies proficient in the languages of LEP persons.

To access these services, SFHA clients and tenants may first contact the SFHA department that they receive their program services from to arrange for these services, or they may contact SFHA Office of Fair Housing Resident Relations (OFHRR) to coordinate a request for translation/language services.
