While the Board of Commissioners ultimately provides oversight of the SFHA, the continued performance and prosperity of the agency lies with the senior executive team and staff. The SFHA, under the leadership of the Executive Director, follow resolutions and policy decisions made by the Board and provide Commissioners with timely and accurate information to allow them to make sound decisions for the agency.
Henry A. Alvarez III, Executive Director, is a graduate of San Diego State University, where he earned a Bachelor of Arts, with Distinction, in Afro-American Studies. Mr. Alvarez received a Master of Public Administration degree in 1996 from Lewis and Clark College in Portland, Oregon as well. Before joining the SFHA in July 2008, Mr. Alvarez honed his housing skills in a variety of positions including being a member of the San Diego Housing Commission, Assistant Director for housing and tenant services at the Washington County Department of Housing Services in Oregon and as the President and Chief Executive Officer (CEO) of the San Antonio Housing Authority. He has also achieved recognition for his professional and voluntary contributions to the National Association of Housing and Redevelopment Officials (NAHRO). With more than 20 years of public housing agency experience, Henry A. Alvarez, III brings in-depth expertise and first-hand knowledge of the needs of low-income families to his role as the Executive Director of the San Francisco Housing Authority.
Roger Crawford, Special Assistant to the Executive Director, is a licensed attorney who graduated from the Villanova University School of Law in 2000. Prior to joining the Housing Authority, Mr. Crawford worked for various law firms in the Bay Area. Mr. Crawford is now responsible for assisting with the oversight of all aspects of Housing Authority operations including human resources, contract and procurement, strategy and planning and public housing operations.
Tim Larsen, Acting General Counsel, has been counsel for the San Francisco Housing for over five years. The Office of General Counsel includes two attorney's and handles all legal affairs related to the San Francisco Housing Authority which include employment, construction, procurement and general civil litigation. Before joining the San Francisco Housing Authority, Mr. Larsen was a commercial litigation attorney for a national law firm. Mr. Larsen is a member of the Housing Defense Law Institute and Bar Association of San Francisco.
Anthony Ihejeto, Director of Public Housing Operations (Asset Management), has over 20 years of low income housing and affordable housing experience. At the Authority he oversees the Public Housing Operations Division where he is responsible for Asset Management. Before joining the San Francisco Housing Authority, he worked in the section 8 program for the City of Houston Housing Authority, the Alameda County Housing Authority and the Pittsburgh Housing Authority in Contra Costa County. Mr. Ihejeto has a Bachelor’s degree in Business Administration and a Master’s degree in City Planning.
Nicole T. McCray-Dickerson, Acting Director of Section 8, joined the agency in 1995 and has held several positions in the Relocation, Public Housing Eligibility and the Section 8 Departments. She initially worked in HOPE VI Relocation Department which relocated over 1,200 residents to and from the Hayes Valley, Plaza East, Bernal Dwelling, North Beach, and Valencia Gardens Developments. Currently she serves as the Interim Director of the Section 8 Housing Department, where she is responsible for over 9,000 Housing Choice/Project-based Vouchers and the 38,000 applicant Section 8 / Public Housing waitlist.
Barbara Smith, Administrator of Housing Development and Modernization, Ms. Smith managed over $307 M of public housing revitalization work, securing $118.5 M in HOPE VI funds and leveraging $188 M to rebuild 1,150 apartments at Hayes Valley, Bernal Dwellings, Yerba Buena Plaza East, North Beach and Valencia Gardens. She initiated a “Request for Qualifications To Develop On Authority-Owned Land” for redevelopment of additional obsolete sites. The first phase of Hunters View, a prototype for the City’s HOPE SF collaborative program, is now under construction. Ms. Smith also manages modernization programs for the Authority’s 6,200 public housing units with the annual $14 M Capital Fund Program, a $17.8 M Stimulus Grant, and $15.5 M in recently awarded Capital Fund Recovery Competitive Grants. Under her direction, the Housing Development and Modernization Department has also secured financing for implementation of a $30 M energy conservation capital improvements program. Ms. Smith previously served as Director of the Mayor’s Office of Housing where she managed loan programs, development of surplus public property, and Mortgage Revenue Bond financing. Ms. Smith holds BA, BFA and MPA degrees.
Herb Lum, Budget Manager, has over 31 years’ experience in budget and financial management with the Public Housing Operating Program with the Authority. Mr. Lum started as a Budget Accountant with the San Francisco Authority in 1979 and is now currently the Authority’s Budget Manager in the Finance Department. He is responsible for monitoring and overseeing the Authority’s $200 million+ budget and managing the Budget, Contracts and Procurement areas. A native of Texas, he earned his Bachelor of Arts degree in Accounting from San Francisco State University. Before joining the Authority, Mr. Lum worked in the accounting department for the San Francisco Public Library for four years.
Virgilio E. Chua, Accounting Manager, was hired as an Accountant with the Agency 24 years ago and is currently the Accounting Manager in charge of the Accounting Department. He started his career in the field of accounting and auditing and had extensive work experience in both domestic and international work assignments. A Certified Public Accountant (CPA), he graduated with a degree of Bachelor of Science in Commerce major in Accounting with the University of Santo Tomas in Manila, Philippines.
David Rosario, Director of Information Systems, is a graduate of York College of the City University of New York, where he earned a Bachelor of Science in Information Management. Mr. Rosario received a Master of Business Administration degree from New York Institute of Technology in New York, New York. With over 20 years of progressive experience in the field of Information Technology covering, governmental, financial, health care, and until prior to joining SFHA was Regional Area Director at a $12 Billion Pharmaceutical Company. Mr. Rosario's focus has been in technology/data solutions, team management and bottom-line orientation, the latter achieved thru mutual partnerships, in addition to significant savings streamlining operations across company divisions.
Phyllis Moore- Lewis, Human Resources Manager, joined the San Francisco Housing Authority as the HR Manager in December 2009. She has more than 20 years of experience as a human resources consultant and manager for the State of California. She gained experience working in various areas of human resources including classification and compensation, labor/employee relations, selection, and recruitment. She has served as Personnel Manager and team lead, implementing various high-level projects throughout her career. Immediately prior to joining the SFHA, she served as a Public Information Manager with the Department of Transportation, ensuring public awareness of major departmental projects. Ms. Moore-Lewis is currently attending National University, pursing a Bachelor of Arts degree in Management, with a HR Management concentration.
Linda Martin-Mason, Ombudsman, has been with the San Francisco Housing since September of 2009. The Ombudsman serves as an impartial reviewer of complaints levied against the San Francisco Housing Authority staff or its programs. While attending San Francisco Law School Ms. Martin clerked for US District Court Magistrate Judge Maria Elena-James following a one year internship with the litigation team of the San Francisco Office of the City Attorney. Prior to law school, Ms. Martin studied Political Science and Spanish at the Universidad Complutense de Madrid, Spain where she also spent a summer interning at the United States Embassy in Madrid Spain. Ms. Martin recieved her Bachelor of Arts in Political Science and Spanish from San Francisco State University.
