- Employment - very low-income families are the least employed population in the city
- Barriers to managing the environment
- Vacates - prompt leasing and maintenance are difficult with constant vandalism of units
- Average stay is low and turnover rate is high
- Delinquent balance due is highest in this population and hardest to collect rent
- Physical deterioration
- Costs of rehabilitation per unit is highest per HUD's Total Development Cost rates
- Average work order backlog is highest, imposing constant maintenance work
- Units no longer meet Housing Quality Standards (HQS) due to age of housing stock
