Development Programs
- One of our DEVELOPMENT PROGRAMS, HOPE VI, was developed in 1992, as a result of an amendment to the Appropriations Act, through the National Commission on Severely Distressed Public Housing, to develop a National Action Plan to eradicate severely distressed public housing by the year 2002.
- Eligible Grantees are any housing authority that operates public housing units.
- Eligible Customers - although HOPE VI programs benefit residents, many other benefit, such as prospective tenants and the communities surrounding public housing developments with severe problems-such as crime, maintenance and safety problems.
- Eligible Activities and Expenditures - capital costs of demolition, construction, rehabilitation and other physical improvements, development of replacement housing, planning and technical assistance, and planning and implementation of self-sufficiency programs.
- New Partnerships are encouraged with private entities to create mixed-finance and mixed-income public and affordable housing that is radically different from traditional public housing "projects." SFHA administers the program and can use the grants in conjunction with modernization funds or other HUD funds, as well as municipal and State contribution, public and private loans, and low-income tax credit equity.
- Applications are distributed through an annual national competition, pending funding availability.
- Funding Status - approximately $500 million has been appropriated for HOPE VI grants each year since FY'93. New Jersey and Illinois have received the highest dollar amounts with $325 million a piece, and Pennsylvania, with thirteen awards, received the most grants. The State of California is third, with SFHA receiving the most grants ($118.5 million).
- Leverage - HOPE VI has brought an additional $186 million in new construction and services.
- Social Services - The program's social incentive has assisted in developing computer learning centers, day care facilities, and a many programs and resources for very low income families.
