  1. PURPOSE OF CAPITAL FUND PROGRAM - Identifies all of the physical and management improvements needed for the SFHA and all of its developments; and sets strategies and a plan of action to improve the SFHA's and its developments to modernization and energy conservation standards and an acceptable level of performance in the area of management.
     
  2. PHYSICAL NEEDS ASSESSMENT (conducted by SFHA management and residents) - Provides a general description of all unfounded physical improvements that the SFHA would need to undertake to bring developments to a level at least equal to the modernization and energy conservation standards and to comply with other program requirements. There is a current $195 million backlog, as of June 2002.
     
  3. MANAGEMENT NEEDS ASSESSMENT (conducted by SFHA management) - Identifies all improvements needed to upgrade the management and operation of SFHA and of each viable development so that decent, safe and sanitary living conditions will be provided.
     
  4. FIVE YEAR ACTION PLAN - Establishes the SFHA's funding and work priorities among its developments for each year of the five-year period; and sets board categories of work to address the physical and management deficiencies, or portion of the deficiencies that the PHA intends to fund during the five year period.
     
  5. ANNUAL STATEMENT - An annual submittal by the SFHA to HUD of the activities and related costs it expects to fund through the annual grant. SFHA is awarded $15 million a year for administrative and operation expenses.
     
  6. ROLE OF CITY OF SAN FRANCISCO - The City approves and signs the CFP and the Annual Statement as a certification that: the City was consulted in the preparation of the CFP and the Annual Statement, and is consistent with the City Consolidated Plan.
     
  7. ROLE OF RESIDENT ADVISORY BOARD (RAB) - The RAB is the key vehicle for resident involvement in the process of identifying physical and management improvement needs, in conjunction with the SFHA staff representatives. The RAB meetings focus on the overall needs of the agency (both physical and management), and how best to utilize available CFP resources to meet them.
     
  8. FIVE YEARS ACTION PLAN PRIORITIES - SFHA then evaluates them and compute cost estimates; then develops strategies for consensus building, based on the Physical and Management Needs Assessment conducted in June 15, 2002. The Annual submittal takes under consideration physical conditions, location, and other viability factors, as well as age of the structures and other objective data.
     
  9. PERFORMANCE AND EVALUATION REPORT (PER) - SFHA annually submits to HUD, as part of the SFHA PHA Plan, the PER for each approved Annual Statement, including replacement housing factor or emergency grants, where SFHA is still expending funds.
